Eight neighbors took the microphone at Monday’s Dublin City Council meeting to raise concerns about a proposed recovery home on Terra Hill Drive. By the time the meeting ended, the council had advanced a $119 million budget for 2027, started canceling a developer’s tax break under the Pertiebull Community Reinvestment Area agreement, and added two city jobs while cutting two others.
Mayor Chris Amorose Groomes presided, with Vice Mayor Christina A. Alutto, Cathy De Rosa, Andy Keeler, Amy Kramb, Wendy Johnson and Dr. Greg Lam in the chamber.
The budget received its first reading Oct. 12. Council documents describe the $119 million plan as balanced and funded through the city’s established income-tax allocation. The Committee of the Whole had already reviewed the operating budget in detail, including proposals for two officers and a new coordinator. A second reading is planned for Oct. 28, and Nov. 9 is listed as a contingency date for adoption.
The council also began canceling a Community Reinvestment Area agreement with developer Pertiebull after the developer sold the property or project the agreement covered. Under Dublin’s CRA framework, qualifying commercial or industrial properties inside designated areas can receive property-tax exemptions, subject to ordinance terms. The cancellation starts the process of rescinding the tax exemption attached to that property now that it has changed hands. It was one of four ordinances on first reading that night.
The personnel ordinance added two management positions while deleting two existing ones and adjusting the city’s pay bands. Separately, the operating budget review included proposals for two police officers and a new coordinator, and Dublin Police’s fiscal 2027 multi-year planning shows funding approved to hire two additional police employees.
During public comment, eight residents raised concerns about Dove Recovery’s proposed recovery home at 6085 Terra Hill Drive. Their testimony put the same land-use question before the council as the night’s spending votes: as Dublin grows, who does the city make room for?
The budget returns for its second reading Oct. 28, with Nov. 9 held as a contingency date for adoption.
